His whole schtick is the gritty underdog thing. I doubt he would attract much high talent regardless of budget because they don't want to play ugly and he seems to actually prefer a rougher type. He no doubt would have won a lot of games, but the upside hits its limit at some point which is why he flames out in the tourney every year.
