This first wave allowed the FBI to get information because those passing money were not worried about getting caught. Now, unless kids kept texts from a coach or there is some other evidence already out there to capture folks are going to shut this down for a bit. Even reading that story you saw how there was some degree of caution so there might not be much out there to get. Now these branches start producing branches of their own so instead of being pruned, they're nurtured. And on and on.
