I don’t think he comes, in the the academy schools once you’re a junior or above, you can’t transfer. That’s how Rayford came over here for basketball since he was a freshman

From my knowledge, you can’t transfer out after your junior season, since you are obligated to serve right after. Unless they changed that, but I have no idea. 
 

EDIT: Looks like there is a payback system if this gets approved by Navy. I guess you can do this for like a year, like around 50% funded by yourself unless you get a scholarship

Another possibility since he was injured might be a medical discharge.
