It's basically what IU is in football (and hopefully was, not is, if Cig contains to pan out). It is what it is. That said, that can be attractive to a recruit because they immediately will come in and a focal point for the team. And while the ACC wasn't good last year, it's a power conference so he is still going to go against solid competition. Can't ever be upset at a kid making a decision about where they are going to play even if they decide against IU. Unless they go to Purdue that is, because that's just stupid.
