Would he have to sit out if he follows Miller?

Looks like he hasn't signed, so no. And if he has signed, he would need Dayton to release him from his LOI if he wanted to come to IU.

I've seen a couple people say that Dayton fans are pissed they're losing their coach -- which is a good sign. I've also seen comments from Ohio State fans who are pissed because they were hoping to get him in Columbus once Matta called it quits.

They were convinced that Ohio State was some kind of special job. You'd be second fiddle to Meyer not matter what, and it isn't like they're going to commit the resources to the basketball program like we will.

It said he was 2016 so he was at Dayton this past year

I'm torn between giving him a chance and pulling my hair out. I really had my hopes up for Donovan. Archie had been talked about but never was a reality for me. He's not the worst but imo certainly not the best. I just hope we didn't rush into this decision. Most especially I hope that we didn't miss out on Billy and end up seeing him on the sidelines at UofL. I guess we just have to hope for the best.

This is the exact scenario I've been posting about for a couple days. Someone here were so hell bent to believe that Donavon was the hire, they are having a huge letdown. Therefore , they can't understand this hire.

The world doesn't work the way you're suggesting.  It's a theory.  It's the way liberal politicians sell things.  This is how it SHOULD be, so therefore it's correct.   No program; and especially IU is going to offer a coach a 3 year deal.  That's just dumb.  Sorry, but it is.  Tom Crean had 3 years left on his deal; and was reaching a point of either cut him or extend him.  A 3 year deal simply is not the way of the world.   I'm not sure others are the ones who don't understand.
