Seems like Cig (as do I), prefers the 6'3"+ qbs in the Big Ten, (see Rourke and Mendoza). Hoover is not that. Admittedly, I didn't watch a ton of his games, but in the two games I watched TCU, he didn't look off his primary WR (never went through progressions). Hopefully, that was just an anomaly, but if not, could explain his 13 interceptions. J34 1 Quote

From his original CTA IU scouting report: 6’1” but has the eye level of a 6’3” player. Having eyes above his hairline requires the player to keep his head shaved or has vision impairment.
