In the worst case scenario, someone finds out about the arrangement. The coach is fired with cause (no buyout) and never coaches again. In the best case scenario, the coach accepts some booster cash from an opposing booster to stay away from a talented (but not exceptional) player. This player would almost certainly win games for the coach and his team over a 4 year period, increasing the odds the coach receives an extension/raise or at least decreasing the odds that he's fired. Fun to think about but I just don't think it's ever something that would happen. The risk of career ending scandal is too high. To answer your question directly, I can't imagine it's an NCAA violation because it's not something the NCAA would be worried about. It's almost certainly a violation of the coach's contract though.
