Yup -- though it could be the Raiders love Dante Moore or (unlikely) Arvel Reese. If the Raiders love Moore enough, they'd trade down a spot or two and Mendoza would be a Jet. Quote

I think the scenario where the Raiders go Moore (and I think they’d take him at 1, not trade down) ends up with Fernando in Cleveland. NYJ has so many holes to fill, they really can’t afford to trade up. CLE would be better than the Jets, but barely. A dark horse/wishful thinking option is Arizona who currently sits at 5. Their GM is aggressive on draft day and it’s pretty clear to me that the Kyler era is over. Moore goes #1, AZ trades up to 2 with NYG. I haven't watched much of them this season, but they could also be looking for a new head coach according to the rumor mill. Hopefully they get an offensive mind if they are looking to get Heismandoza. Where he goes all hitches on the NYG and LV decisions. LV really needs a better O-Line and WRs.
