Johnson probably starts but I'll wait to see if he is fully recovered.  I see the point you are making but I don't count him as a starter at the end of the last year, and therefore not a returning starter.  I know.  Splitting hairs.

Jeremiah Williams transferred to Illinois about a month ago;  he has now decommited and is back in the portal.  Williams played 20-21 and 21-22 at Temple, playing in 38 games (starting 37), averaging 31.8 minutes, 9.5 points, 2.8 reb, 3.5 ast, shooting 42/2764.  He transferred for the 22-23 season to Iowa State but suffered an ACL injury before the year started.  After the season, he re-entered the portal.

FWIW, Williams is allegedly tied up in the  Iowa and Iowa State gambling probe.  There was a warrant for a search of his residence prior to his commitment to Illinois. Sounds like either Illinois didn’t do their homework or more info is coming out.

He's a 6th year player who has started all 45 games he's played at IU. The injury was a broken bone so there is no reason to think he won't recover completely, especially almost a year after the injury occurred. His competition is a freshman who, while a 4* recruit, was not in the top 100 and is more of a pass first type player. If I was a betting man, I'd put big money on Johnson starting.

I think Cupps will give IU some quality backup minutes this year but he'd have to drastically outperform Johnson to take his starting spot. He also needs to add weight even though he's already strong.

If Cupps beats out X for the starting point guard spot, we are going to be very good.

I read that he has to finish up some academics in Fargo before anything can be official.

It happened to USI this year too, had a few hints that from the coaches of good news, but took 1-2 weeks before anything official

Devan Cambridge, 6'6" wing who played at Arizona State last year and the previous three years at Auburn, has committed to Texas Tech.  In 26.8 minutes last season, he averaged 9.8 points and 5.4 rebounds.  Shot 50/33/65.
