They are loading the box and taking their chances with Hoover. Pretty solid strategy.

That having been said Hoover is 15 of 20 with two TDs and no interceptions; not a total disaster.

When a guy is 20 yards open, underthrowing him by 10 yards is way better than overthrowing him by 2 yards.
