Vlad was an absolutely awful person.  He was Dracula, literally; his name was Vlad Dracula.

 

You're right about the damage Hitler did, truly despicable acts against humanity, but I don't know that I would include him without throwing in Heinrich Himmler; he was Hitler's right hand man and head of the Nazi SS, and just as responsible as Hitler himself.
