It should be two reviews for each team per game unless you win the challenge then you keep it save for reviewing violent conduct. Reviewing every play out of bounds and spending 3 minutes to put back .2 on the clock is the equivalent of reviewing every ball/strike call or trying to review offensive holding in football.
