The NBA combine showed different. His arms aren't short they're just proportionate. You want someone with short arms? Go check Mason Plumlee whose wingspan is shorter than his height without shoes.

He has a small wingspan compared to other players his height and in the league. 

 

His poor wingspan returns to haunt here as it hurts his ability to defend entry passes, though his quickness and IQ can definitely help create turnovers in this regard.

at the combine Plumlee measured at 6-11.25 with a wingspan of 6-11. Zeller measured 6-10.75 with the same wingspan.

So in short, Zeller has essentially the same proportionality to Plumlee, who you said has a small wingspan. Look, I like Cody. I think he has potential to have a long NBA career as a backup stretch 4. I'm just saying he has a short wingspan.

there were only like 6 players that ran a faster 3/4 court sprint than Zeller at the combine. He ran like a tenth of a second faster than Peyton Siva. He set the record for players 6-9 and taller with his 35.5 inch standing vertical. He's by no means athletically challenged. In fact he's one of the most athletic players in the league for his size. He doesn't have a short wingspan he just isn't Anthony Davis.

it was most likely before the combine. Cody proved a lot of people wrong. Including the short arm thing.
