Maybe Perea ensured everybody that he had the right paperwork all along...only to be mistaken or malicious?

 

Maybe the IU research team thought he was ok only to be wrong?

 

Maybe border agents were mistaken in their findings?

 

Maybe Perea simply left the paperwork at home on accident?
