They declined the offsides so that the catch counted. Net gain 15 yards for them.

They have to decline the penalty to get the result of the play.  The penalty on them was after the play was over.

I can't even get upset any more about our football program.  So few years that we've actually fielded a reasonably competitive team.  We are the Washington Generals of college football.
