i used to play in a money league that gave a maximum of 4 points per week. 2 Pts to the winner of head to head. 2 Pts to top 4 scores, 1 point to middle four, and 0 to bottom four regardless of winning. Best setting I've ever seen. Somewhat solves your dilemma and awards the best teams.
