Fernando nearly ran for a first down on 3rd and 15. 

They call offsides on Iowa, then say it's fourth down. 

Wouldn't it either be 4th and 1 (penalty declined) or 3rd and 10 (penalty accepted)?

Wait, that’s wrong. It’s either 1st and 10, 4th and 1 or 3rd and whatever after the penalty.

Correct. But why would the staff want a 3rd and 10 over a 4th and 1?

Radio went to break well after Peacock and that's what the ref said.
