My bet is on Wisconsin caving to public pressure. This is the University where Bo Ryan put ridiculous limits on players transferring from his program only to cave when he got called out on it. Quote

Actually, I've seen more than one person saying don't be surprised if more schools don't do this because of $$ issues.
