Half of that top 10 would seem to me places that students are not ‘pushing the limits’ of free speech/expression.
The other half likely have extremely supportive values and faculty to allow for open dialogue.

As an example, Texas A&M just fired a professor who brought up gender identity in a lecture. Students complained about this topic and the students and Texas legislature cheered once the Prof was fired.
 

A&M is historically always at the top of this list…last year top 10. If you surveyed professors instead, A&M would be near the bottom.

It's unsurprising to see IU where it is on this list based on the campus bans, sniper on the union, board changes, etc. IMO the survey is not an objective measure of free speech on campus, but it does offer a snapshot for a moment in time. 

But a very small subset would be able to say better or worse than other universities.

Yeah, this is kind of my fault for even posting it. I wasn't sure if I should have. If you take it down I won't be upset about it.
