Throw it out. Refs can still call fouls, you just can't jump in front of someone to get mowed over. Refs suck at calling it. I say contest the shot or get out of the way.

Gets tricky when you have the cylinder and whether or not the player is inside or outside the call looks questionable.

99% if the time, it's a block. Refs just decide what they want at the moment most of the time. People act like if you got rid of the charge block rule that it would be easy layups for the offense. Less FTs would definitely happen, less fouls, which would speed to the game and a bigger emphasis on verticality.
