I have been looking for a small garage sized air compressor or portable air machine. Primarily to fill basketballs, soccer balls and bike tires but also could use to fill my lawn mower tires.

Is a small air compressor overkill for this?

Are portable air machines (black and decker) reliable and strong enough for auto tires?

If you had success with any specific product let me know. If you tried something and it did not work, let me know.

I use a Craftsman air compressor 120V, 3.3 amp. It's perfect for car tires and bigger things around the house. Use it for basketballs too.

Is the Craftsman you have an air compressor or air inflator?

Small oiless pancake compressors are awesome.  I have a big stationary compressor in my garage, but keep around a small one when I need something portable.  This is the one I have.  You can use it for small stuff up to things like an air nailer or impact wrench.  Also, the air nozzle works great if you need compressed air to clean out your computer (or whatever).  Only downside is that it's pretty loud, but I've definitely got my money's worth out of mine.

I had a Husky 8 gal air compressor. It allowed me to do everything I needed to do to include clear coating projects.

I was looking at one like this today. Do you leave it plugged all the time or just when you need to use it. Is it as loud as a regular compressor?

I only plug it in when I want to use it.  When I'm done, I drain it to make sure there isn't any condensation sitting inside the tank between uses.  It's about the same level of loudness as most other oiless compressors at that price point.  Definitely louder than an inflator, but bearable.  Plus, it fills up pretty quickly.

Not sure where you are but Hawaii was terrible with the condensation. We left ours plugged in but we used it almost every day.

I'm in Bloomington.  I only use it on occasion, so that's why I don't leave it plugged in.  I have a two stage stationary compressor in my garage that gets used all the time.
