Went back and watched -- NO WAY was that a travel on Garzon. 

After she stopped, she had one foot planted the entire time.

Found the rule on possession......incredibly stupid rule.  Don't lose possession if you foul on the in bounds.  Stupid because you can manipulate to get a possession you want.  Example:  tie up with one half second left in a game.  Instead of inbounding, commit a foul and get it to start the next quarter.
