The way the Big Ten is, I think you are correct.  But there isn't enough to overturn it.

But it looked like his knee was back in before he touched.....at least there is no evidence IMO that he touched it while he was out.

Hate these long replays.  If it takes that long, there isn't evidence but they are trying to introduce one.
