I think it’s far more likely it was the plan all along and fans have been scarred by IUBB the last 25 years and misinterpreted a quote from Rabjohns about budget size. I also think it was a clear strategy to target players with multiple years of eligibility left as an effort to not fully rebuild the roster via the portal every single year, especially as the high school recruiting is still getting back up to speed post Woodson
