Haven't seen anything official yet, but if it is true, it would not be limited to only basketball but all sports across the board.

The @NCAA Division I Council has approved a measure to turn all volunteer positions in baseball and softball (and in all sports) into a full-time coaching position without recruiting constraints. Volunteers will officially become full-time coaches on July 1, 2023.

What are volunteer positions? Student managers and such?

If so, would this rule change limit how much they're able to work with the players since the coaching staff has a limit?

This is probably a big part. Back when Kenpoms blog was free and frequent he used to complain about this a lot. At times he played around with different caps on margin of victory, but he ultimately decided it didn’t make the predictability better and discarded it.    
 

The bad teams are not compatible enough to give a good statistical reading for the better teams even when accounting for 30 pt win margins.

They are. It’s night and day.    Bama/Ark has bench players that would start on every B1G team
