Will the new stipend give some schools an unfair recruiting advantage?

I saw this posted on ESPNs BIG10 blog section:

 

"Cost of attendance is set to soon turn into a major issue. Just wait until the first checks are received next fall and student-athletes at Wisconsin, for example, learn that they get $5,000 per year, compared to $3,000 for their peers at Indiana. Those were the figures quoted by the school’s respective athletic directors this week. The cost-of-attendance stipend was designed to cover living expenses not included in athletic scholarships. Inevitably, it will impact recruiting. Indiana AD Fred Glass said he hopes the stipends are not “leveraged into an advantage for athletic purposes.” Good luck with that."

 

I'm not familiar w/the details of the stipend, so I don't know if it's different amounts for different sports or how it is calculated to determine 'cost of attendance'.  I'm surprised there isn't a uniform number across all schools.  I'd be interested to see the list of schools and their stipend amounts.  Anyone have any more info?

Just curious - are student athletes on full rides not eligible for Stafford loans?
I know it's a done deal but if you're getting all expenses paid, taking out $8,500 per year in subsidized loans and only owing $34k after 4 years isn't a bad deal.

Ultimately water will find its level. While this could be an issue for a year or two, every university will learn that competitiveness in the marketplace will be a necessity. The first time some big-time recruit says (for example), "I'm going to Wisconsin over IU for the extra two grand per year," you'll see Indiana scramble to equality.

I know this is an exaggeration but I'd really like to know how this program is governed.

It's not.   We all know it's not and it's going to soon be a dumpster fire.  You ask the best question out there, and it's the one that should be asked AND answered. Where's the money coming from?   For every athlete who can say he generates money for a school, there are 200 who don't.    Athletes who came before and athletes who will come after are merely people passing through.  Very few (less than 0.01%) college athletes have actually been difference making money makers.  Paying them is absolutely stupid, pointless, and catering to the "right now" generation more focused on "me" than anything else.   It's just one more way for college sports to get out of hand and be ruled by dollars....

I think they should make a stipend system that incentivizes academic/athletic excellence. Just like coaches have a base pay, players will get a base pay: a scholarship that they can choose to make the most of or just skate by staying eligible. With a job title of student-athlete, you can get paid for performing extremely well in your role by getting good grades while fulfilling your commitment to the team. Or they could also earn their "extras" by performing well on the field/court. This pushes kids to do their best in every facet of university life and ultimately gives them the most fulfilling experience. 

 

I realize this won't happen, but I think its a good idea for giggles.

And you get penalized for breaking rules if you remain on the team, smoking weed, underage consumption, etc.

Here's an equation...

A(govt/university)+ b(taxpayers money)=c(whatever they want it to equal)

....let them work if they need /want money...I had to....with a family to raise...which is more important then basketball...sorry guys it is though...I didn't get money to "live" on when I attended....neither should a 18 yr old...here's a mop...Nick's needs a bath....
